State B’s navy enters the area and broadcasts a warning that it will “disable” any State A vessels that attempt to interfere. State B also funds and supplies a political movement in State A to pressure State A’s government to change its foreign policy. When the UN Secretary-General asks State B to stop, State B responds that the situation is an “internal matter” for State A and that the UN should not become involved.
