Sociology VCE Units 3 & 4 Practice Question 2b – Tonnies' theory

Q2b Sociology Tonnies' theory Unit 4 - AOS 1

A metropolitan council is trialling a new ‘Community Access Pass’ (CAP) that bundles local services into one app-based membership. Residents can join CAP to access discounted gym entry, library workshops, community garden plots and volunteering shifts. The app includes a points system: points are earned for attending events, completing volunteer hours and referring friends, and points can be exchanged for rewards (e.g. free classes).

During the six-month trial, the council collected the following information:

  • CAP has 1200 members.
  • 35% of members joined primarily to access discounts and rewards.
  • 40% joined primarily to ‘meet people locally’.
  • 25% joined primarily because their workplace encouraged staff to join as part of a wellbeing program.

The council also ran focus groups. Some participants said CAP ‘finally makes it easy to connect with neighbours’, while others described CAP as ‘transactional’ and ‘all about points’. Several long-term residents said they prefer informal support networks (e.g. checking in on neighbours without needing to log activity), and some new residents reported that most of their interactions happen through the app rather than face-to-face.
