Legal Studies QCE Units 3 & 4 Practice Question 1c – Three levels of government

Q1c Legal Studies Three levels of government Unit 3 - Topic 1

A new mosquito-borne illness is detected in northern Australia after unusually heavy rainfall. In response, the Australian Government announces a national plan that includes: tighter rules for aircraft and ships arriving from overseas, a public information campaign, and funding for local councils to remove standing water and issue fines for properties that repeatedly fail to control mosquito breeding sites. At the same time, the Queensland Government proposes a law requiring certain businesses (e.g. construction sites and tyre storage yards) to keep detailed pest-control records and allow inspections.

Some community members argue the plan is “all one government” and that any level of government can make and enforce all these rules. Others argue that different levels of government have different roles and powers, and that this affects which parliament can pass laws and which agencies can enforce them.
