Proposed by philosopher John Searle in 1980, the Chinese Room Argument is a thought experiment challenging the claim that a computer program running symbol manipulation can genuinely understand or have true intelligence.
An English-only speaker is locked in a room. Through a slot, they receive questions written in Chinese. Inside are detailed rule books (written in English) specifying which Chinese symbols to write in response to each input. The person follows the rules mechanically and returns correct-looking Chinese responses.
To an outside observer, the room appears to understand Chinese. But the person inside does not understand Chinese at all — they are only manipulating symbols.
Searle’s Conclusion: A computer program is like the person in the room. It manipulates symbols according to rules (syntax) without any understanding of what those symbols mean (semantics). Therefore, running a program cannot produce genuine understanding or intentionality.

The Chinese Room Argument directly challenges the Turing Test: passing the test behaviourally does not prove understanding.
